THE PRACTICAL ANSWER
Off-grid describes how a property functions. It does not establish a zoning category, a building-permit exemption or permission to occupy a structure.
Identify who actually governs the parcel
Begin with the APN and legal description. Determine whether the property lies in a city, unincorporated county or special planning area. Ask about zoning, overlays, minimum lot or dwelling standards, setbacks, floodplain requirements and the exact type of home you propose.
A county name on a listing is not enough. Pahrump Regional Planning District requirements, for example, should not be assumed to describe all of Nye County.
Separate land use from construction approval
A permitted residential use does not approve a particular set of building plans. Ask what zoning review, site plan, building, electrical, plumbing, mechanical, grading, driveway or fire approvals apply. Confirm the applicable adopted codes and process directly with the jurisdiction.
Nye's planning FAQ expressly notes that even a structure exempt from a building permit must meet applicable Title 17 requirements. Verify the local rule rather than repeating a statewide shed-size exemption.
Name the structure precisely
Site-built, modular, manufactured, a tiny dwelling on a foundation, a park model and an RV on wheels may follow different paths. A product name or seller's certification does not settle where it can be placed and occupied.
Share the manufacturer's specifications, proposed foundation, utilities and intended occupancy with Planning and Building before ordering. Ask whether a second unit is an ADU, a separate dwelling or an impermissible use.
Close the loop on existing improvements
Request permit history and final inspections for buildings, additions, wells, septic and electrical work. Ask how the authority treats unpermitted work, incomplete permits and any claimed lawful nonconforming use.
Before moving in, establish what final inspections and occupancy approval the jurisdiction requires. A structure's existence, an assessor entry or a utility connection does not substitute for that review.
