THE PRACTICAL ANSWER
Owning land does not create a statewide right to live in an RV or tiny home on wheels. Structure classification, zoning, occupancy duration and approved water and wastewater all matter.
A small home is not one legal category
Ask the local authority how it classifies the actual product. A small permitted dwelling on a foundation, manufactured home, modular building, park-model unit and travel trailer are not interchangeable. Establish whether it can serve as a primary dwelling, accessory unit or temporary accommodation.
Get the answer using the APN, plans and intended occupancy, not just the phrase tiny home. A manufacturer's marketing claim is not parcel-specific land-use approval.
Keep temporary and permanent occupancy separate
Seasonal recreation, a short visitor stay, and an RV during active construction can have distinct rules. Confirm duration limits, permit conditions, utility requirements and how an active construction project is defined. Storage of an RV also differs from living in it.
For Pahrump, the county's planning FAQ describes temporary seasonal RV use up to 120 days per calendar year and approved permanent water and wastewater for occupancy exceeding seven consecutive days. Confirm current code and parcel conditions with Planning.
County differences change the decision
Our county research found different approaches: unincorporated Clark's code-enforcement guidance prohibits RV occupation outside RV parks; Lyon's manufactured-home handout says RVs are not permitted as residences. Lincoln and Washoe describe specific limited temporary or construction-related pathways. These are scoped examples, not permissions for any particular parcel.
Read the relevant county profile and its official source. Do not transfer one county's exception to another jurisdiction.
Confirm the entire approval path before buying
- What exact structure classification applies?
- Is the use allowed in this zone, and for what duration?
- What water, wastewater, access, foundation and electrical approvals are required?
- What happens if the house construction permit expires?
- Can the proposed home be insured, financed and later transferred as intended?
Do not make a nonrefundable home order or land commitment depend on an unconfirmed exception.
