CONFIRM JURISDICTION FIRST
Planning explicitly covers unincorporated county. Fernley and Yerington incorporated-city rules must be checked separately.
What the official sources tell us
County adopted 2024 building codes and 2023 National Electrical Code for new plans beginning January 1, 2026.
Read the official sourceOfficial manufactured-home information for unincorporated county distinguishes manufactured housing from RVs and tiny homes classified as RVs, saying motorhomes/travel trailers/tiny homes (recreational vehicles) are not permissible residences. It lists manufactured-home size and installation criteria and notes private deed or CC&R restrictions can prohibit placement.
Read the official sourceDo not state every small site-built home is an RV, or apply manufactured-home criteria to every construction type. Confirm current tiny-house ordinances and classification.
County assessor mapping division does not survey property, determine legal access or give legal advice; access must be researched with recorded documents.
Read the official sourceCounty construction FAQ says easements and deed restrictions can affect setbacks, and Mason/Smith Valley projects require Walker River Irrigation District site-plan approval.

How to use this research
Separate county and incorporated-city parcels, then confirm the exact housing classification, water source and any irrigation-district or drainage review before treating a low-priced lot as ready for a home.
This is a buyer-research recommendation, not a county determination. Use the parcel number and exact proposal when requesting an answer.
Questions still specific to your parcel
- Parcel zoning and tiny-house classification
- Permitted water supply
- Private restrictions and legal access
Also verify title and legal access, accepted water and wastewater, total installed costs, hazard exposure, lender acceptance and insurance. A general county rule does not settle these site-level questions.
Prepare for the agency conversation
Provide the APN, legal description, proposed building type, intended occupancy, water plan, wastewater plan and a simple site sketch. Ask which current code, planning area and approval pathway apply, and request a written response you can keep with your due-diligence file.
Use the 20-point buyer checklistSource check: November 6, 2026. Official code compilations and handouts can lag amendments. For older documents, current agency confirmation remains necessary. These county notes apply only within the scope described above.
